Maybe it was at one time though I doubt it ever worked out as presented. Sex is everywhere, all the time. Mostly I have observed that those who achieve a life of true celabacy are not those who advertise the fact.
Allowing priests to be overtly sexual in exactly the same manner as everyone else would certainly solve a lot it's current crop of problems. What problems within the institution that might arise if this became the case are unclear.
