    As with any piece of writing, Vatican documents must be read with an eye to their literary form. This particular document could rightly be seen as a position paper in view of the G20 summit. It seeks to apply moral principles to a specific set of issues. The moral principles are non-negotaible; the specific recommendations are a matter of free-wheeling debate.
