IF this story is an accurate portrayal of the facts as to what was said and is reported in its proper context, then it stands as proof of at least one of two things: a) that the protocols and empathetic statements of Vatican leaders is NOT making itself felt lower down in its bureaucracy or b) that the Peter Principle was right all along and people do indeed rise within an organisation to the level of their incompetence. This 'envoy' has most assuredly hit his! Where do these idiots come from indeed?
