And if CARE does provide contraceptives in it's emergency relief packages, this is offensive to who? Most Catholics use birth control. It is Catholic laity that makes the donations, one has to assume that the idea of birth control doesn't offend them. Most priests are not actually celebate. Admittedly most of them are homosexual but even they use barrier protection for the prevention of disease. Those few who are heterosexual use contraception just like everybody else.
