  1. When a baby is born with a congenital defect that causes severe developmental disability, that individual often requires intensive care through out a life that may last many decades. Currently, in N America, the State, rather than the family, assumes the cost of that care.

    If routine pre natal tests are required and reveal the presence of such a defect in the early stages of pregnancy and the parents have the choice to abort or continue the pregnancy and choose to continue, should they then incur the life long cost and responsibility of care for their afflicted child? If their decision to continue the pregnancy is based on the pronouncements of their Church, should the church be responsible for the care of the child, if the parents die or are no longer able to provide care?
