I've got to ask: If you didn't want your child to participate in any Catholic activities or courses, why would you enroll them in a Catholic school? Am I missing something here?

You're missing the fact that that parent is paying through his taxes for that school and under the agreement made in 1984 anyone can send their children to Catholic high schools (not so with elementary schools) and the students can choose to mnot participate in religious activities.
