Canadian report looks at gender imbalance in film and TV directing

Hold on there folks. I thought that gender was supposed to be divorced from one's genitalia. So how can anyone say that one gender is imbalanced against another if gender is a 'continuum' and not a biologically determined fact? Sounds like someone wants to have it both ways: flexible (ie. personal choice) when it works in one's favour and fixed when it doesn't. After all, there cannot be an imbalance of gender in any field if the modern consensus is that gender is simply a matter of personal choice?
